Earlier this week President Obama issued a statement that he plans to issue an executive order barring federal contractors from discriminating on the basis of sexual orientation or gender identity. Last year the Employment Non-Discrimination Act (ENDA), a federal law banning discrimination based on gender identity passed the Senate. However, it appears to be dead in the House. As a result, President Obama is taking steps to protect the LGBT community via executive order.

President Obama is using executive orders to implement crucial policy
initiatives that have faced gridlock because of partisan politics. Despite
the fact “many LGBT workers still remain vulnerable to employment
discrimination on the basis of sexual orientation or gender identity,”
Republicans and Democrats have not been able to reach a deal creating
employment protections. Twenty-one states and the District of Columbia
now ban discrimination based on sexual orientation, and 18 states in addition
to Washington, D.C., explicitly prohibit discrimination based on gender
identity, according to a report by gay-rights advocates.
